Dr. Briefs is Bulma Briefs’s father, a scientist in Parmesan Diego and a member of the What Has Science Done Institute, along with Dr. Gero, Dr. Wheelo and a few unnamed scientists. Even his daughter warns that he can be “a little callous and awkward.”
History
When Bulma teleported the party out of West City, they landed in her father’s lab in Parmesan Diego. There they learned he was a member of the Institute, along with Dr. Gero, who had recently visited the Institute trying to bring Parmesan Diego into The Calyx. Dr. Briefs and Bulma went with the party to the coast for a State Hall where the Rose Ribbon Army would publicly argue for joining the Calyx.
He later met the Cacklers again in North City. He confirmed that Gero was “on the lamb” after fleeing Rice Town and then Muscle Tower because his own creations were hunting him, and mentioned that he had once told Gero to “put a bomb in their chest so you can control them.” It was in this meeting that the party learned Bulma was pregnant.
Greene wanted a last-resort plan to wipe the Rose Ribbon Army’s facility off the map if they lost. Though the party considered Dr. Briefs “annoying, misogynistic, a little racist” and callous, Greene trusted him to build the bomb, since he had helped stall the Army’s march on Parmesan Diego.
