Muscle Tower was the Rose Ribbon Army stronghold that held the last of the Star Orbs, and the site of the final battle of Campaign 1.
History
17 and 18 told the Cacklers that Dr. Gero had fled to Muscle Tower (C1 Chapter 12). He later fled it too, because his own creations were hunting him (C1 Chapter 13).
The Cacklers assaulted the tower from North City. Before the fight, someone described it as a tower built with “the blood of the innocents as its mortar.” The party fought their way up through Recoome and Captain Ginyu, who briefly stole Terra Misu Umber’s body. At the top, Commander Red revealed he was Isidar the Conqueror and became an ancient red dragon. Terra leapt from the tower onto him and killed him. With the last orb taken, the party summoned Shenlong (C1 Chapter 14).
