Cedric Lightharbor is a former mayor of the Saline Coast who tried to win the office back from Eliza Windrider. He ended up as mayor anyway, as the Velvet Truffle Company’s puppet.
Overview
Lightharbor has silver hair and a sharp mind, and was known as both fair and ambitious. His first time in office brought big improvements to the city’s infrastructure and tourism. His advisors were his chief political strategist Lydia Merriweather, economic advisor Tobias Blackwood, community outreach coordinator Evelyn Shorewind, and security and defense advisor Roland Stormrider, a retired captain of the city guard.
History
The campaign (Sessions 2–27)
In Session 2, Lightharbor gave a public speech blaming the escaped wolves and the death of a young woman on Mayor Windrider’s negligence and her focus on tourism, which he said had brought criminals and lawlessness to the city. Someone hurled Wilbur’s smoke bomb at the stage in what looked like an assassination attempt, and Lightharbor used the chaos to rally the crowd.
Nelda’s father, Thalorian Valedriss, wanted to arrange a marriage between Nelda and Lightharbor’s son (Session 9).
Windrider wanted proof that Lightharbor was behind the plot against her. Instead, The Whisper told the party in Session 25 that Tobias Blackwood had been manipulating events to seize power, using Lightharbor as a puppet. Windrider’s call for a special election in Session 27 was meant to free the city from both her candidacy and his.
Puppet mayor
After the VTC took control of the Saline Coast, Lightharbor became its puppet mayor. In Session 71, Mia Vex told Nelda that the VTC planned to keep his son locked down in North City with a love potion, out of his father’s reach, so the company could control Lightharbor more easily.
